On October 2nd the following folder from the SLMPD was delivered to GRAM with the following documents: August Update to SLMPD Policies. These policies and directives have been incorporated into the file listings here for your convenience.
Below are the Saint Louis Metropolitan Police Department (SLMPD) Manuals and Special Orders obtained from the department by the Freedom of Information Act (FOIA) request: “All Police Manuals and Special Orders that comprise the entirety of the policies and guidelines currently in effect for the Saint Louis Metropolitan Police Department.” From questioning officers, current and former, these are documents that make up the policies of the SLMPD. However, these documents do not include directives issued by the Chief of Police of the SLMPD for the entire department, which we are in the process of obtaining through a FOIA.
It is GRAM’s hope that the SLMPD will publish the Manuals and Special Orders on their website and update it on a regular basis. That they have not done so under the leadership of the current Chief of Police, John Hayden, is understandable as he has just been appointed to this position.
